			<description>&#60;p&#62;I've been told that paved lots are not assessed a stormwater fee, while buildings are.  So that would be a disincentive to build.&#60;/p&#62;
&#60;p&#62;What if we put some teeth in the green initiative, and change the business model?  Simply entering &#34;parking lot stormwater fee&#34; into Google, I get this District of Columbia stormwater fee page as the first result:&#60;/p&#62;
&#60;p&#62;&#60;blockquote&#62;3. Why charge a stormwater fee?&#60;br /&#62;
The federal government requires the District to control pollution from stormwater runoff.  The stormwater fee provides a dedicated funding source to pay for these pollution control efforts.  The fee helps pay for green roofs, rain gardens, tree planting, street sweeping, and other activities that help keep waterways clean.&#60;/p&#62;
&#60;p&#62;4.  How is the stormwater fee changing?&#60;br /&#62;
Right now, the stormwater fee is charged as either a flat fee (for single family homes) or based on how much water you use (for all other properties).  Starting May 1 [2009], the fee will be based on how much impervious, or hard surface, area you have on your property.&#60;/p&#62;
&#60;p&#62;5.  Why is the stormwater fee changing?&#60;br /&#62;
The old fee isnÃ¢â‚¬â„¢t based on the best way to measure how much stormwater runs off a property.  More impervious surface means more stormwater runoff, and a higher cost to the District for managing the pollution that comes with it.&#60;/p&#62;
&#60;p&#62;For example, a parking lot is typically 100 percent impervious surface, and can collect and hold liquid pollutants from cars.  Without a restroom on the property, the owners of the parking lot would pay no stormwater fee at all under the old fee structure.  The new fee structure will let the District recover the cost of the stormwater the parking lot generates.&#60;/blockquote&#62;&#60;/p&#62;

&#60;p&#62;Can we divorce tap water usage billing from stormwater runoff production?  What if the fee structure gave a break to properties that can demonstrate they're reducing their runoff?  It would provide incentives for implementing many existing ideas like rain barrels and rain gardens.

Building on the 2002 Strategic Business Plan for Downtown Columbus, the 2010 Plan will advance the long-term framework for Downtown and identify catalysts for continued growth. Strong public/private cooperation on project implementation and policy adoption will allow the 2010 Downtown Columbus Strategic Plan to have greater longevity and effectiveness. A successful downtown will, in turn, create a more successful region that is both nationally and globally competitive.&#60;/p&#62;
&#60;p&#62;&#60;strong&#62;Goals of 2010 Downtown Columbus Strategic Plan&#60;/strong&#62;&#60;/p&#62;
&#60;p&#62;Working with the City of Columbus and the CDDC, the planning team from MSI Design will be conducting three public meetings over the course of the next several months, leading up to the City Council Adoption Process.
