A GREENER DOWNTOWN RIVERFRONT
02/05/2013

Downtown Columbus has received a makeover. From Huntington Park to the Columbus Commons and the Scioto Mile renovation, green space is abundant in our city.

Part of this renaissance includes a project called the Scioto Greenways. The Scioto Greenways is a multi-faceted project that includes the rejuvenation and restoration of our rivers, park space and transportation paths. Voted on in Spring 2012, this downtown strategic plan was overwhelmingly voted the number one priority of Columbus residents. When complete, the Scioto Greenways will provide environmental, connective, economic and social benefits for our city.

The path under the Greenlawn bridge floods. Sometimes Northmoor and parts of the Park of Roses also flood.

I'm not sure exactly how this newly drained land will be used; whether it will be accessible to simply stroll though as normal parkland at almost anytime it's not flooded, or if it will be sort of like a wetland... only accessible with waders or by canoe or kayack.

Judging from the renderings and some of the talking points thrown around when this stuff was announced (not that any of that is finalized) there sounds like some of the newly usable land along the riverfront will be converted to multi-use paths for biking, running and recreation. I imagine in the event of flooding, those would be closed for use. Much like paths occasionally get closed now when flooding occurs.

For example: there's a low spot on the existing riverfront path Downtown between North Bank and the Santa Maria under the railroad bridge that gets closed maybe a dozen times every Spring/Summer when flooding occurs. Honestly, it's kind of nice as it washes away some of the goose poop that gets saturated in that area. I can't say I've ever seen any landscaping necessary in that area following the flooding though. A flood doesn't really wash away grass or the natural landscaping to any detrimental extent that I've witnessed.

@ Walker the idea is half baked, but engineers are usually the ones that go to the planners and say "hey we can't do that this way, and we need to change it".

@rory. If you read my post, I said that the reservoirs way up stream causes flooding, especially around Clintonville/OSU. The more snow/rain we get the more they will need to let out of the reservoirs = more it floods where the river is not that wide = shrinking river might and adding green space might cause flood.

Again I'm not saying that the greenway is a bad thing, I just hope they figure out any problems before hand. With politics and a tight hold on a budget its sometimes hard to resolve these problems before they happen.

As those reading and posting here probably know, the 5th Ave dam is now being removed (well, it's gone now). I had questions about how the river would behave up there now that it's unfettered. I wondered if other projects like this have already been completed. I also wondered if anyone had numerically modeled streamflow after dam removal to understand how the river will behave.

If you go to that thread on CU you can get more background info. I think the greenways will be designed and vegitated to be flood-tolerant. I'm not sure exactly how this newly drained land will be used; whether it will be accessible to simply stroll though as normal parkland at almost anytime it's not flooded, or if it will be sort of like a wetland... only accessible with waders or by canoe or kayack.

Here's a link someone provided on similar projects already accomplished:

http://www.dnr.state.oh.us/tabid/23109/Default.aspx

Here's a link to the CU tread on the 5th Ave dam project, which of course is upstream from this downtown project.

You can view the impact the 5th Ave dam removal has had/is having on the stream, by simply walking across the 3rd, 5th, and King Ave bridges near Battelle, and by walking the Olentangy Trail along the eastbank.

http://www.columbusunderground.com/forums/topic/5th-ave-damn-to-be-removed-damn/page/11

They can close the dam on the Olentangy at Delaware but there's no flood control below that. In a heavy rain event, the gauge at Wilson Bridge goes crazy. They can exert some control with Griggs and Oshay but they are limited by the heights of the dams; after a certain point they simply overflow.

That happens regularly, usually in late winter and early spring. But the weather is a total crapshoot and we could get 1913 again anytime.

It was my understanding that the new parkland would be designed in anticipation of occasional flooding. If they design something the river doesn't like, we will know.

Flooding is controlled by the reservoirs upstream. I don't see there being such a gully-washer that all the greenery is washed to Portsmouth every spring. On the other hand white-water rafting downtown might be a tourist attraction. We're always looking for a hook. Maybe this is it.

Correct, but planting and spring time maintenance budget won't fix any erosion that would go on. Also flooding could be a major eye sore downtown. But I'll put my trust into the engineers who are designing the way the river should flow and such. So we shall see :) Again I'm not against the green-way redevelopment, I'm just stating the possible downsides.

So when it floods after a winter of a lot of snow or rain, and ruins some of the greenway, their going to spend $100,000's or so every year to rebuild the beauty of the greenway? Chicago unlike Columbus doesn't have a couple reservoirs up stream that almost always causes the rivers up from downtown (olentangy & scioto) to flood their receptive banks almost every Feburary? I'm referring to the river situation up river from downtown. I don't even remember the last time the river downtown flooded because the way the river is right now.

So let me get this straight, by reducing the size of the river to its natural flow, will not cause flooding downtown every year, and us tax payers won't have to worry that our money is going towards rebuilding the greenway every year? How about the 100 year flood that is a rule of thumb when building all bridges, will that apply by shrinking the size of the river. It doesn't make sense and I do not think people realize that occurring events that do occur up river will occur down river if the width of the river is reduced.

I would LOVE more green space in Columbus, but not when the idea is half baked.

I think in an immediate urban setting, having a fully "natural" river is not necessarily needed or possible. Keep in mind, right now, nothing is natural about the stinky river pool downtown.

Oh, I know. I just found it funny that CDDC has been touting a natural riverfront when it's really a fully engineered water conveyance system with naturalistic features.
